In order to respond to the urgent HIV/AIDS crisis in Cambodia, SFODA in 2001 launched the Integrated Care Support and Prevention Program (ICP Program), with support from KHANA.
Through an extensive range of activities the goals are to prevent further spreading of HIV/AIDS in Cambodia and to reduce the harm, both direct and indirect, caused by the disease.
The program covers 5 communes/sangkats in Russey Keo district in eastern Phnom Penh.
Activities include:
- Educating people living with HIV/AIDS (PLHIV), mostly female, about harm reduction, prevention, hygiene, sexual health and discrimination against PLHIV.
- Provide care and support to people living with HIV/AIDS (PLHIV)
- Establish chlidren committee for child’s right.
- Providing food to orphans and vulnerable children (OVC) affected by HIV/AIDS.
- Providing school material to OVC affected by HIV/AIDS.
- Providing vocational skills training to OVC affected by HIV/AIDS.
- Supporting youth OVC affected by HIV/AIDS to find employment.
- Providing emotional and general support to target families.
- Referral to Voluntary Confidential Counseling and Testing (VCCT).
The program employs both staff and peers.

ICP program is technically supported and funded by KHANA (Khmer HIV/AIDS NGO Alliance). The program collaborates with HACC (HIV/AIDS Coordination Committee), CRC (NGO Committee on the Right of the Child) and the Ministry of Social Affairs and Rehabilitation.
