Responding to the urgent HIV/AIDS crisis amongst Vietnamese Entertainment Service Workers who are regarded as the most high risk population, SFODA establish a VN SMARTgirl Program funded by VN USAID through Family Health International (FHI). The program covers in three districts Daun Penh, Russeykeo, and Toulkork in Phnom Penh.
1. Objective:
To prevent HIV and improve the sexual health of Vietnamese EWs in Daun Penh, Roussey Keo and Tuol Kok districts in Phnom Penh.
2. Strategies:
- Implement targeted and branded behavior change approaches for Vietnamese EWs that emphasize risk reduction and promote safer sexual practices.
- Promote and increase access to health information, products and services among Vietnamese EWs.
- Build a supportive environment for Vietnamese EW sexual health by mobilizing stakeholders such as Vietnamese community representatives, entertainment establishment owners, police, healthcare providers and others.
- Build the capacity of implementing agency staff, partners and stakeholders to plan, implement, manage and monitor the program.
Activities include:
- Conduct mapping exercises each quarter to further refine and/or expand coverage areas
- Conduct outreach education HIV/AIDS Prevention and Care.
- Identify the places where Vietnamese EWs can get free health service (VCCT, STI, RH)
- Establish One SMARTgirl Club for SMARTgirls to get group education sessions on health issue and health care awareness as well as to relax in day time.
- Organize special events and happy parties once per quarter.
- Operate a telephone hotline counseling targeted to Vietnamese EWs at the SMARTgirl club.
- Refer Vietnamese EWs to get health services (VCCT, STI, RH)
- Refer HIV positive Vietnamese EWs to get IOs and ARV
- Promote PSF’s mobile STI service carried out at the SMARTgirl Club
- Conduct condom social marketing and condom distribution.
- Make regular home visit to HIV positive Vietname EWs.
- Build capacity of project staff through quarter training.
- Collaborate closely with all FHI-supported implementing agencies and networks for information-sharing, outreach, advocacy and special events. Formatted: Bullets and Numbering Formatted: Bullets and Numbering
- Identify 30 entertainment establishment owners who will function as SMARTgirl supporters. These individuals will participate in short training sessions each quarter
- Document all public health and human rights violations from the application of the anti-trafficking law and campaign and report to FHI each quarter or as necessary
- Document all issues that Vietnamese EWs service users face accessing or using sexual health services and report these issues to FHI every quarter
